Us, censor?

WEXFORD County Council’s Head of Communications has refuted suggestions that criteria he put forward to the Managing Director of South East Radio when discussing the renewal of an advertising deal worth some €50,000 amounted to an attempt to influence the radio station’s editorial output or “censor” them in any way.

In the course of a leaked correspondence between Mr Minogue and Managing Director of South East Radio Eamonn Buttle, it emerged that Mr Minogue had asked that, going forward, South East Radio would not broadcast “personal views or opinions of presenters”; that they retain all raw recorded material for a period of two years in case of a dispute with the local authority and that once Wexford County Council avails of a right to reply on an issue, that this should be the end of the matter and it should not be raised again.

I do not think that word “refuted” means what you think it means, Mr Head of Communications.

The quotation comes from an article in the Wexford regional edition of the Irish Independent called “Wexford County Council Head of Communications denies attempt to influence output of local radio station”, though I first saw the story in the Irish section of the Times called “Micheál Martin weighs into editorial independence row at Wexford county council”:

The taoiseach has said he is “concerned” about reports that Wexford county council requested some form of editorial control over a local radio station in return for advertising revenue.

The council has insisted that South East Radio has “significantly misinterpreted” the correspondence that clearly laid out the “criteria” that asked for commitments over certain editorial decisions that are usually the preserve of a media organisation.

The fact that the taoiseach has weighed in probably means that South East Radio’s independence is safe for now. But as a Times commenter called Helena says, “One small insight into the pressure state bodies with lavish advertising and PR budgets may exert over a financially struggling “independent” media sector. The extensive “no go” areas for media scrutiny in Ireland reflect this imbalance.”

Ireland is far from the only country where this is true.

It’s only a bloody song

“‘Arrests expected’ over anti-Catholic singing by group of Rangers fans,” the BBC reports.

Police say they expect to make arrests after footage emerged appearing to show Rangers supporters singing a sectarian song before Sunday’s Old Firm game.

A video on social media showed a group being escorted by police through Glasgow city centre while chanting an anti-Irish song referencing the famine.

In case you are wondering – and you would need the mind of a robot not to wonder – the lyrics of what I think is the song being referred to can be read here. The refrain consists of variations of “Well, the famine is over/ Why don’t you go home?”

I suppose I ought to whizz through the background. Glasgow has two famous football teams, Celtic and Rangers, collectively known as The Old Firm. Celtic was traditionally the Catholic team, Rangers the Protestant. The “troubles” in Northern Ireland sometimes have spilled over to the streets of Glasgow, though usually the conflict there is fought with fists, not guns.

The BBC goes on to quote Assistant Chief Constable Bernard Higgins as saying that anti-Irish Catholic behaviour is “wholly unacceptable” and that “appropriate action” would be taken.

I am from an Irish family and was raised Catholic. Though my beliefs have diverged from Catholicism somewhat, I still find myself defending the Church of Rome often, because it is often slandered. I do not think I would like these particular Rangers fans if I were to meet them and I am quite sure they would not like me. Nonetheless I have a suggestion for Assistant Chief Constable Bernard Higgins: accept it. It’s only a song. The more socially acceptable “Irish Rebel Songs” that Celtic supporters sing back are also only songs. If you treat the singing of a rude song as akin to casting a dangerous spell then people will want to try this powerful magic.

Loosely related: I recommend this conversation between Brian Micklethwait and Patrick Crozier about Northern Ireland. Though Brian describes the conversation as “low key”, both of them are willing to speculate far outside the boundaries of permitted polite opinion.

The Pontins blacklist

“Secret Pontins blacklist prevented people with Irish surnames from booking”, reports the Guardian.

For the benefit of readers not from either the UK or Ireland, Pontins is a company that runs holiday camps, and 90% of British or Irish adults who read that headline understood without reading another word that it was not the Irish in general that Pontins wanted to blacklist, it was Irish Travellers. (The Travellers, or Mincéiri as the current term is, are a separate ethnic group to the Gypsies or Romani but are often grouped together due to their similar way of life.) Reports of this incident from several sources, such as this later Guardian article by Séamas O’Reilly that I saw after most of this post had been written, confirm that people with those names were not banned from Pontins outright, it was rather that Pontins staff were told to check their addresses against the postcodes of Traveller sites before allowing them entry.

The Guardian continues,

Outrage over anti-Traveller list of ‘undesirable guests’ that was sent to booking operators

A blacklist circulated by the holiday park operator Pontins telling its staff not to book accommodation for people with Irish surnames has been described as “completely unacceptable” by Downing Street.

The list of “undesirable guests” was sent to booking operators, who were told: “We do not want these guests on our parks.” It said: “Please watch out for the following names for ANY future bookings.”

The list, which included names such as Carney, Boylan, McGuinness and O’Mahoney, was an example of “anti-Traveller discrimination”, a spokesperson for Boris Johnson said. The document had a picture of a wizard holding up a wand and staff declaring: “You shall not pass.”

The Guardian did not open comments for that story. As I said in 2011, that is because it knows perfectly well that Guardian readers hate gypsies and travellers.

However the Times did allow readers to comment on its report of the same events, “Pontins had blacklist of Irish surnames”. The comments, as I knew they would, consisted almost entirely of personal accounts of being the victims of theft, violence and intimidation at the hands of Travellers. This outpouring reminded me of something, but I could not put my finger on what. Then it came to me: the #MeToo movement. That came about when women compared notes about their bad treatment by predatory men. Exchanging their “Me, Too” experiences gave these women the knowledge that they were not alone and brought forth a demand that men in general should examine and change their behavioural norms. The #MeToo movement for women was celebrated by modern society, even when it degenerated into condemning men as a group without trial or investigation. Take note of both halves of that sentence. To forbid people to speak of their bitterness only embitters them more. But the historical record of “Speak Bitterness” movements should terrify anyone who cares about justice.

One of the most highly recommended comments to the Times article came from Patrick Joseph Maloney, who said,

As an Irishman with a name that might have made the list, I sympathise with companies that have to walk this tightrope of exclusion and inclusion.

Not all Irish Travellers are guilty of bad behaviour but a sufficiently large enough minority are.

I understand that the Chinese government recently introduced classes for their tourists on how to behave abroad?

Perhaps Traveller rights groups might consider similar moves as an alternative to simply waving the race and discrimination card? The problem is not one of race….. but behaviour.

The government says it wants to end prejudice against Travellers and passes laws to forbid discrimination against them. Mr Maloney’s comment illustrates how spectacularly that effort to bring about goodwill by law has failed.

Some readers, particularly those new to libertarian ideas, will find it hard to believe that anyone could have any other motive than hatred of Travellers for saying that it would be better for all parties, including the Travellers themselves, if there were no such laws. I can only beg such readers to ask themselves if our current policy is working. People who have done nothing wrong being turned away merely for appearing to belong to a certain ethnic group is clearly unjust. But that is not a description of the bad old days before the Race Relations Act 1965 and the many anti-discrimination laws that followed, it is a description of life in Britain in 2021 with all the laws in place. All that has been achieved by more than half a century of ever-increasing punishments and social pressure is to ensure that these days the “undesirables” are usually excluded by means of a nod and a wink. Whichever Pontins employee wrote that list was unusually careless to put it on paper. But the fact that they did put it on paper, complete with jokey reference to The Lord of the Rings, shows how accepted anti-Traveller hostility is. You don’t put Gandalf clip art on top of an announcement that is likely to be met with outrage. The writer assumed that the staff would accept what he or she saw as the obvious need to keep Travellers out. Evidently most of them did accept it: the blacklist operated for quite some time before someone blew the whistle. I do not consider it wicked to ask what experiences brought the Pontins staff to this state of mind. I assume that there was an implied “after what happened last time” there.

Open prejudice is less cruel than secret prejudice. The sign in the boarding-house window saying “No blacks, No Irish” can be argued against. The quiet word to a member of staff about those people cannot be. A company that openly refuses the custom of members of certain groups purely on account of their race can be challenged – and they lose the custom. But turn them away with a smile and a lie and it can go on forever.

For some, that outcome is fine. What they object to in the anti-racism laws is not that the laws make racism worse but the laws put them to the inconvenience of having to lie. To be clear I object to these laws in principle (people should be free to associate with whom they please) and because I want to see a world where people are judged on what they have done as individuals, not on what someone else with the same surname did. True, there is evidence that the crime rate among Travellers is statistically high, and it is no more wrong to suggest that they need to ask themselves what they should do to change those parts of their subculture that are harmful than it is to urge that males or whites should do the same. But before you condemn the Travellers as a group remember that, like all of us, they have been moulded by their history. Ach, why repeat myself? I said it in my post of 2011 as well as I ever will:

“Welfare” has continued its steady work of ruin. I read a very fine article in the Telegraph about a decade ago which I cannot now find. It described with sadness rather than hostility how, although gypsies had lived half outside the law since time immemorial, there had at one time been countervailing incentives to build relationships of trust with settled people. The gypsies had regular circuits and seasonal work. They needed pitches, employment and customers. They needed people to remember them from last time as good workers and fair dealers. Welfare has eroded that, and their former means of making a living have gone the way of the cart horse and the tin bucket. Nor is the difficulty just that technology has moved on, it is also that the bureaucratic net of form-filling and taxes has tightened so that the casual jobs they once could do within the law must now be done outside it. As in the drugs trade, in illegal trade in labour where there can be no redress for swindling on either side, such swindling is commonplace.

In that post I also said much more hated Travellers and Gypsies had become in my village since I first came to live there. Since then it has only got worse. But, as I also said back then, “I really don’t think it is the gypsies themselves who have changed so much. What has changed in the last few years is that they have become a state-protected group. God help them. State protection is better than state persecution as cancer is better than a knife in the ribs.”

Nine years later the cancer is further advanced. For all that, I do not think it is incurable. Human nature is immutable, but laws are not. For now reversing the spread of “equalities” legislation seems politically impossible, but as the years go by and ever-multiplying laws against hate never seem to reduce it, people of goodwill will start to wonder if it might be time to try another strategy.

This proves what I always said about Brexit!

Britain’s border with France was closed last night with all travellers and lorry drivers blocked from leaving and the EU ready to ban all arrivals to the bloc.

Fears were mounting of gridlock on roads in Kent as the Channel Tunnel said that its services would be suspended at 11pm yesterday amid an international scramble to quarantine Britain over a faster-spreading variant of coronavirus.

Flights, ferries and trains from Britain are expected to be banned by Brussels after a wave of European countries including Italy, the Netherlands and Ireland implemented bans on arrivals. Austria, Belgium, Bulgaria, Poland, Germany and Sweden also announced travel bans. Justin Trudeau, the Canadian prime minister, said no flights from the UK would be allowed to land for 72 hours, a move which came into effect at midnight.

“Hey, Brexshitters, Macron just proved that being a member of the EU does not mean you lose control of your borders. This just proves how idiotic your “sovereignty” argument was.”

“Hey, Remoaners, all the awful things you said were going to happen if we left the EU without a deal are happening anyway. Might as well make it official.”

I need hardly remind readers that over the following 30 years some 3,000 people were killed and that even though now the killing has stopped the enmity remains.

The similarity is intentional.

Another political question …

This time, I have a question for people who follow Irish politics more closely than I do. Why is Sinn Fein doing so well?

Following Brexit, Ireland could find itself facing some economic ‘issues’ that might prove quite serious. Is a rabidly anti-British political party more or less likely to be able to deal with such emerging problems?

What is really behind this purported surge by Sinn Fein?

Sir Charles Trevelyan, the Irish Potato Famine and the inversion of reality. Not laissez-faire in Ireland under Trevelyan – the opposite of laissez-faire.

This post is written by Paul Marks and is posted on his behalf as he is not in a position to post.

Part of the story of Sir Charles Trevelyan is fairly well known and accurately told. Charles Trevelyan was head of the relief efforts in Ireland under Russell’s government in the late 1840s – on his watch about a million Irish people died and millions more fled the country. But rather than being punished, or even dismissed in disgrace, Trevelyan was granted honours, made a Knight Commander of the Order of the Bath (KCB) and later made a Baronet, not bad for the son of the Cornishman clergyman. He went on to the create the modern British Civil Service – which dominates modern life in in the United Kingdom.

With Sir Edwin Chadwick (the early 19th century follower of Jeremy Bentham who wrote many reports on local and national problems in Britain – with the recommended solution always being more local or central government officials, spending and regulations), Sir Charles Trevelyan could well be described as one of the key creators of modern government. If, for example, one wonders why General Douglas Haig was not dismissed in disgrace after July 1st 1916, the first day of the Battle of the Somme when twenty thousand British soldiers were killed and thirty thousand wounded for no real gain (the only officers being sent home in disgrace being those officers who had saved some of them men by ordering them stop attacking – against the orders of General Haig), then the case of Sir Charles Trevelyan is key – the results of his decisions were awful, but his paperwork was always perfect (as was the paperwork of Haig and his staff). The United Kingdom had ceased to be a society that always judged someone on their success or failure in their task – it had become, at least partly, a bureaucratic society where people were judged on their words and their paperwork. A General, in order to be great, did not need to win battles or capture important cities – what they needed to do was write official reports in the correct administrative manner, and a famine relief administrator did not have to actually save the population he was in charge of saving – what he had to do was follow (and, in the case of Sir Charles, actually invent) the correct administrative procedures.

But here is where the story gets strange – every source I have ever seen in my life, has described Sir Charles Trevelyan as a supporter of “Laissez Faire” (French for, basically, “leave alone”) “non-interventionist” “minimal government” and his policies are described in like manner. I must stress that I do not just mean sources such as “Wikipedia” (according to which the economic polices of General Perón were good for Argentina, and the failed communist, from each according to their ability – to each according to their need, experiment in the Plymouth colony in North America, in the early 17th century, never happened, despite Thanksgiving), I mean every source I have seen. Here is a quote from an article on the BBC website:

Laissez-faire, the reigning economic orthodoxy of the day, held that there should be as little government interference with the economy as possible. Under this doctrine, stopping the export of Irish grain was an unacceptable policy alternative, and it was therefore firmly rejected in London, though there were some British relief officials in Ireland who gave contrary advice.

It would seem odd for the creator of the modern Civil Service to be a roll-back-the-government person – but let us examine the theory in relation to what actually happened.

Let us test the theory that Ireland under Charles Trevelyan was a “laissez faire” place. Under this doctrine taxes would be very low – well were taxes very low? No, taxes were crushingly high – under the slogan of “Irish property must pay for Irish poverty” Irish Poor Law taxes, under the Act of 1838, (which had not even existed in the 18th century – the time of Edmund Burke) were pushed higher and higher – and the taxes were spread, although you wouldn’t know that from Wikipedia. As various “Poor Law Unions” went bankrupt the British government insisted that other Poor Law Unions that had not gone bankrupt, for example in the Province of Ulster, come to their aid – by pushing up their taxes. Thus taxes everywhere in Ireland became crushing. Taxes in Ireland had not been low before – indeed Edmund Burke had calculated that, relative to the wealth of the people, taxes in 18th century Ireland were much higher than taxes in England and Wales – but in the late 1840s under “laissez faire” Trevelyan taxes became much higher than they had been. The armed Royal Irish Constabulary, a national police force, perhaps more like a Gendarmerie, which had not existed in the 18th century, had its work cut out making sure these taxes were collected. And Charles Trevelyan insisted that the government education system, which also had not existed in the 18th century, not be neglected. The idea of perhaps spending the money devoted to the government schools on famine relief – well perhaps best not to mention that to him, even though Ireland had existed for many centuries without these government schools. Well, to a bureaucrat, children must be educated, even as they starved and died, just as dead men must be sent formal letters of complaint that they had not filled in government forms (no, I am not making that up) in relation to their relief work (even if they had not been paid – due to not filling in the correct forms).

Ah yes, the relief work. The endless “roads to nowhere” and other such schemes, Keynes did not invent these, but multiplier there was none. Charles Trevelyan was very determined that none of his relief projects should benefit the Irish economy (yes – you did read that correctly, NOT benefiting the Irish economy was his aim), that is why the roads tended to go from “nowhere to nowhere” and the other projects were of much the same “digging holes and filling them in again” type (much like the mad projects in France after the Revolution of 1848 – and yet no one calls them “laissez faire“). This was due to Trevelyan’s hatred, and hatred is not too strong a word, for Irish landowners – most of the anti-Irish comments that Irish Nationalists gleefully quote were actually directed at Irish landowners (most of whom were Protestants); Trevelyan hated them with a passion and attributed all the problems of Ireland to them (rather than to the Penal Laws, undermining the property rights of Roman Catholics and Dissenting Protestants, which had actually created the Irish “Peasant Plot” system over so many years – the Penal Laws had been repealed. but the system they created remained), no scheme must in-any-way benefit the accursed “gentry” (who Sir Charles seems to have regarded as close to being spawn of Satan). That the Whig Party itself was the creation of the aristocratic landowners does not seem to have carried much weight with Trevelyan – after all he was not working for the landowners, he was, at least in his own mind, on a mission from God (yes – God Himself) to set the world to rights. A Philosopher King – or rather a Philosopher Civil Servant, who treated the forms and regulations he created as Holy Texts.

None of the above is anything to do with “laissez faire” it is, basically, the opposite. Reality is being inverted by the claim that a laissez faire policy was followed in Ireland. A possible counter argument to all this would go as follows – “Sir Charles Trevelyan was a supporter of laissez faire – he did not follow laissez faire in the case of Ireland, but because he was so famous for rolling back the state elsewhere (whilst spawning the modern Civil Service) – it was assumed that he must have done so in the case of Ireland”, but does even that argument stand up? I do not believe it does. Certainly Sir Charles Trevelyan could talk in a pro free market way (just as General Haig could talk about military tactics – and sound every inch the “educated soldier”), but what did he actually do when he was NOT in Ireland?

I cannot think of any aspect of government in the bigger island of the then UK (Britain) that Sir Charles Trevelyan rolled back. And in India (no surprise – the man was part of “the Raj”) he is most associated with government road building (although at least the roads went to actual places in India – they were not “from nowhere to nowhere”) and other government “infrastructure”, and also with the spread of government schools in India. Trevelyan was passionately devoted to the spread of government schools in India – this may be a noble aim, but it is not exactly a roll-back-the-state aim. Still less a “radical”, “fanatical” devotion to “laissez faire“.

Ulster for Beginners – Part IX

This is the final part and on a day when Ulster politics could have a big impact on British and by extension EU politics. I hope to put up a follow up post – Reflections 20 years on, that sort of thing – but I hope all sorts of things that I never get round to.

Britain’s Role (continued)

Almost since the moment the Troubles began, British governments have been is search of what T E Utley described as the “mythical centre”. There is a belief that with just a few tweaks here and a few drops of the old diplomatic oil there, a solution can be found that can satisfy all. Thus Ulster has seen a succession of negotiations since 1973, all of which have ended in failure of greater or lesser magnitude. Ulster’s colonial masters simply cannot seem to get to grips with the idea that there are some disputes which cannot be resolved by compromise. The politicians might as well have tried finding a compromise between driving on the left and driving on the right. Or between a murderer and his intended victim. Or jumping out of a window and not jumping out of a window (elasticated ropes perhaps?). There is a reason for this. There is no compromise between going to war and not going to war. Or being governed by people you trust and people you do not trust. Or being forced to learn Gaelic and not being forced to learn Gaelic.

[Slightly overegging the omelette here but the point is clear enough: there is no compromise to be had.]

This belief in compromise has led to successive governments making all nature of concessions to nationalists. In the early stages this included standing down the B-Specials, disarming the RUC, permitting the creation of No-Go areas and generally taking a softly, softly approach towards terrorism. In more recent times the Government has sought to appease nationalism by introducing “Fair Employment” legislation, signing the Anglo-Irish Agreement and declaring that it had “no selfish, strategic or economic interest” in the Province.

[I should perhaps explain what a “no-go” area is. Or was. It is an area the police and the army do not enter. According to unionists this gave the IRA the opportunity to arm and organise.]

Such compromises might have been justified had they had the effect of reducing tension. Of course, they have done no such thing. The IRA had taken enormous comfort from government concessions, seeing them as a reward for their campaign of violence. Meanwhile nationalists, far from running out of things to complain about, have merely switched from demanding civil rights to demanding joint sovereignty.

Although government policy towards Ulster has, in many ways, been weak, there is one area where the Government has been right. Throughout the Troubles the Government has accepted the principle of self-determination and that the people of Ulster have the right to determine their own destiny. Credit where credit is due.

The Way Ahead

Ulster’s tragedy is uncertainty. For the best part of thirty years they have had to suffer a government whose actions have been contradictory and confusing. While Ulster’s people are unsure of their destiny and governments make little effort to put their minds at rest then there will always be those who believe that violence can pay political dividends. On the other hand, were there no doubt that Ulster was British and was going to stay that way then the IRA would soon lose support and melt away.

[Is this true? This question came up in a Samizdata post in its very early days. The best explanation I thought for the peace that had broken out was the collapse of the Soviet Union. All of a sudden, the supply of arms dried up. Which I suppose suggests that there is little fear of a resurgence in republicanism – unless that is a post-Brexit European Union gets into the arms-smuggling business.]

Consequences of a British withdrawal

Many people on the mainland ask themselves why the Union between Great Britain and Northern Ireland should be preserved. Wouldn’t the world be so much easier if they just got out?

There can be no doubt that such a withdrawal would be a massive betrayal of a people who feel themselves to be British by a nation that used to be renowned for keeping its word [Why else would foreigners refer to “Perfidious Albion”?]. It cannot be in Britain’s interest to gain a reputation for selling out its friends.

In addition to the objections of principle there are a number of practical difficulties. First of all, Ulster would become a highly unstable area which would be bound to affect Britain in one way or another. Secondly, Britain would have shown that she allows herself to be pushed around by a bunch of terrorists. The lesson would not be lost on others. Running away from problems is no solution – they have a funny habit of catching you up.

Britain’s Role

“Despite the many attributes of the English, a peculiar talent for solving the problems of Ireland is not among them”. So said the Labour politician, Roy Jenkins. He was remarkably perceptive. There are a number of traits of British politicians that have undermined Britain’s ability to deal with Sinn Fein/IRA violence. One of the greatest of these is guilt.

One incident of Sectarianism in Northern Ireland does stick in my mind – myself and a friend were dropping off a car at a “park and ride” in Belfast and went for a bus – I went to buy a ticket and the driver said “We are full”, the bus was half empty so I tried again and got “WE ARE FULL” as a reply, and the bus drove off.

I asked my friend what that was all about – and he said “it is your English accent” and when I questioned further I got the further information “the driver was clearly from the Nationalist Community”.

So there you are – my own “Rosa Parks” moment, except that the lady was told to sit at the back of the bus, whereas I was not allowed on the bus at all.

[My apologies for the large gap in installments. Holidays, ingrained sloth etc. Anyway, back to the grind, and this time we have a cracker…]

Civil Rights

The civil rights campaign was the single most important factor in shaping Ulster’s recent history. Its allegations [ugh] provided the pretext for IRA violence, the belief amongst many that Ulster is all about nice Catholics and nasty Protestants and the belief in government circles that in Ulster, at least, democracy does not work.

But were the allegations true? If they were, were they evidence of a corrupt state or merely the odd corrupt official?

Here are some of the more famous accusations of injustice:

Londonderry gerrymandering

This is one of the most oft-repeated Stormont scandals. The charge is that Stormont arranged Londonderry’s electoral boundaries in such a way as to ensure that a city with a Catholic majority returned a Unionist-dominated council. This assumes that Nationalists used to get more votes than Unionists. The truth is that we will never know as in the years between 1936 and 1968 there was not a single occasion when Nationalists and Unionists fought each other in a City Council election. There is a second assumption: that the boundaries were drawn up for the sole purpose of ensuring a Unionist majority. Once again we may never know the facts because the boundaries were drawn up in 1936, long before the Civil Rights Era. What we do know is that the Nationalists of the day did not propose an alternative. It is a peculiar variety of grave injustice that is not worth complaining about. Even when the boundaries were changed in 1973, nationalists still failed to get a majority of the votes.

Housing Policy

The charge is that Unionist councillors discriminated in favour of Protestant tenants when handing out council properties. This does not correspond with the facts. In the late sixties, according to surveys taken at the time, 40.9% of Catholic families lived in public sector housing, compared to 32.6% of Protestant families. Of course, this says nothing about the quality of the housing; it could just be that the Protestants had all the nicest houses, or about the proportions of the two communities who would have been eligible for public sector housing. As it happens, in Londonderry the Protestants did occupy slightly better houses, but their Catholic neighbours occupied considerably better properties than Protestants in Belfast, or for that matter Protestants living in the Fountain estate near the Bogside.

[For that matter, housing in the (unionist) Fountain estate is still clearly in a worse state than housing in the (nationalist) Creggan.]

Employment Statistics

Professor Richard Rose’s 1968 study Governing without Consensus found that there was “…a limited tendency for Protestants to have a higher occupational class than Catholics.” Much of this could be explained by reference to geography: the Catholics tended to live in the West [of the province] and the jobs tended to be in the East. After 24 years of direct rule from Westminster things have changed slightly, but even now Catholics are twice as likely to be unemployed as Protestants. There are two possibilities: either the British are as bad as Stormont, or Stormont was not half as bad as is claimed. In explaining differing rates of unemployment it is important to bear in mind the existence of other factors.

Treatment of Catholics

Much is made of the recruitment, or lack of it, of Catholics into the Stormont government and other industries. That discrimination happened is undeniable and regrettable, but there are a number of mitigating factors and Catholics must take some of the blame for the fate that befell them.

[Regrettable. Really? Why employ people who are opposed to your very existence? Or might be.]

Catholic Attitudes

Much is made of the way the state treated Catholics, but just as important was the way Catholics treated the state. Throughout its existence the Catholic church and the Nationalist parties refused to accept the legitimacy of Stormont (or, for that matter, that Northern Ireland was a part of the United Kingdom). They discouraged Catholics from joining the police and civil service and for most of Stormont’s history the Nationalist party boycotted Stormont. Patrick Shea, a Catholic who did join the civil service, described how the Catholic community’s view of him and those like him was that “we had joined the enemy; we were lost souls.”

Education provides another example of how Catholics tended to distance themselves from the state. Initially, the Northern Ireland government had wanted to create a non-denominational school system. The Catholic church made it plain that it wanted Catholic children taught in Catholic Church schools and not state schools. This provided the Unionist government with two headaches. Firstly, under the Government of Ireland Act [1921] it was illegal for the government to “endow any religion”. Secondly, by funding Catholic schools it would be creating an anomalous situation where public funds would be being used to subsidise private assets ie. Catholic schools. Eventually, a compromise was reached where Catholic schools were funded, but at a lower rate. All said and done, lower funding did nothing to improve the educational prospects of Catholics.

A further self-inflicted disadvantage was the tendency for Catholics to have larger families than Protestants. This had two effects on employment. Firstly, unemployment tends to be highest amongst the young. If a group has a higher birth rate it will have more young people among its population and therefore higher unemployment. Secondly, mass surveys have shown that the more children there are in a family the poorer the educational attainment. None of this had anything to do with discrimination.

What people often forget about the situation prior to 1969 was that the system had safeguards. The Stormont government could not just do as it pleased. The safeguards were written into the Government of Ireland Act 1920 which included clauses outlawing discrimination by the government on the grounds of religion. These clauses were never used to launch a legal action against the Stormont government. One can only conclude that civil rights campaigners knew that their evidence was flimsy and that allegations of discrimination were used to promote a united Ireland rather than to right wrongs.

Even if the claims were correct and even if the system could never have been made to work this is hardly relevant now. Ulster has had direct rule from Westminster for a quarter of a century. Whatever, the vices of Ulster’s English governors may have been, sectarianism cannot be numbered among them. The period since 1972 has seen an enormous growth of laws, agencies and funds aimed at eliminating discrimination. Ulster has a Fair Employment Act and a Fair Employment Commission to ensure that employers do not discriminate on religious grounds. The Community Relations Council promotes cross-community understanding [Ha!]. Housing has been taken out of local government control and put in the hands of the Housing Executive. The Standing Commission on Human Rights monitors Ulster’s human rights record.

The Republic of Ireland

While people will usually accept that the majority of Ulster’s citizens object to a united Ireland many still find themselves wondering why. After all, they say, the Republic seems a very pleasant, friendly sort of place and it is a modern democracy and a member of the European Union.

One might as well ask why Southern England doesn’t unite with France. After all it’s a modern democracy and a member of the European Union etc. The simple truth is that the people of Southern England have no desire to become French. To them the idea is simply absurd. The same holds for the British people of Ulster.

Another example is that of Canada and the United States. There, with the exception of Quebec, both peoples share the same language, a similar culture and a similar constitutional tradition. And yet, there is absolutely no desire on the part of Canadians to become Americans. Although a union between those two countries would almost certainly work there is something about being Canadian that Canadians wish to preserve.

Let’s, for a change, put the boot on the other foot. Why doesn’t the Republic of Ireland put an end to all this bother and rejoin the United Kingdom? After all, the two countries share similar geographies, languages and culture. Once again, to the vast majority of the citizens of the Republic of Ireland the idea seems absurd. But if union with the United Kingdom seems absurd to them why should union with the Republic of Ireland seem any less absurd to Ulster unionists?

All this does not bring us any closer to a rational explanation of the resistance to a united Ireland. Maybe there isn’t a rational explanation for national feeling. But the fact that something is not rational does not mean it does not exist.

In addition to what might be described as “national feeling” there are practical, real-world reasons why Ulster’s majority oppose a united Ireland.

One of these is the influence of the Catholic Church which plays the dominant role in administering the education and health systems of the Republic of Ireland. It does not like mere politicians interfering in that role. In 1952, Noel Browne, Irish Minister for Health, proposed a modest set of health reforms, known as the Mother and Child proposal. This was condemned by the Catholic Church and the proposals were dropped.
