Force people to use electric vehicles, and then cut the power

“It was bound to happen. After skating through the summer without rolling blackouts, Californians on Wednesday were told to raise their thermostats to 78 degrees and avoid charging electric vehicles during peak hours as a heat wave grips the state. Good thing new gas-powered cars won’t be banned until 2035.”

In my view, the idea of making people rely on electric vehicles (EVs) and then curbing how much power they have, is a design feature, not a bug. Those of a Big Government cast of mind (most politicians) might rather like the idea of fitting “kill switches” into EVs so that a bureaucrat can disable them. By making cars costly and annoying, it also forces people to use public transport.

At its root, hatred of the car is hatred of individualism and freedom. It is hatred of autonomy, even the joys of owning and driving a vehicle. All that “car culture” stuff is just so vulgar. Lord (David) Frost, the former UK Cabinet Minister and all-round-good egg, wrote a recent article about how, as a teenager, he bought a Rush album containing the song Red Barchetta, which posits a dystopian future when motor cars are banned.

He wrote:

Cars should also be about beauty. They represent the society that made them. Communist East Germany produced the Trabant. Communist China produces Politburo-style boxes. Western civilisation produced the VW Beetle and the Mini, the Ferrari Testarossa and the E-type Jag – symbols of achievement, of individualism, of power.

And cars are about excitement. The Fiat 500 nipping around the streets of Florence. The elation of burning down the Autoroute du Midi with the Alps in the distance. The sense of anticipation of heading along the urban freeway, the towers of New York or Chicago before you, as the signs flash by and the off-ramps flicker past.

We’ll miss it when it is gone. And that time is closer than you think.

The Battle of Kherson: Somme or Amiens?

It would appear that the Ukrainians have begun a major offensive in the Kherson region. So, using my knowledge of the First World War, how do I think it’s going to go?

“Using your knowledge of a war that ended a century ago! What is this nonsense, Crozier?” Let me explain. I like history in and of itself but I also believe that it can teach us things. Or, to put it another way, part of an historian’s job is to stick his neck out and use his knowledge of the past to make predictions about the future.

So, what predictions am I going to make? I’ll try but first of all I’ll lay down my reasoning (you get marks for that in exams, don’t you?) beginning with the similarities between 1916 and today:

  • the aggressor is everywhere on enemy soil. The strategic imperative is to remove him.
  • the frontline doesn’t move much.
  • the main tool of exploitation is highly vulnerable.
  • the Ukrainian army is large, determined, unskilled and inexperienced.
  • the Ukrainian army is yet to have an offensive success. The battle of Amiens could not have happened without the successes (yes, there were successes mixed with the failures) of the Somme, Arras and Passchendaele.
  • the Ukrainian army lacks material. It is coming but (to the best of my knowledge) isn’t there yet.

And now the differences:

  • Military communications are good. The great problem commanders had in the First World War is the moment troops left their trenches they had no idea where they were or what they were doing.
  • German army morale (certainly in 1916) was much higher than Russian morale today (or then for that matter).
  • German army skill was much greater than Russian army skill.
  • In the First World War, the equipment on both sides was of roughly similar quality. Western-supplied Ukrainian equipment is way better than anything the Russians have to play with. The big difference was that by 1918, the Allies had more of it.
  • The battle space is much bigger. I haven’t got out my tape measure but I am pretty sure that in both breadth and depth (think Saky) Kherson is much bigger than the Somme. Whether this makes much of a difference is another matter.

There is another element to this which is regime existence. This is not about the survival of Putin who seems to be a dead man walking. This is about what sort of Russia is going to emerge from the wreckage. In the First World War, Germany was a monarchy. Now, I’ve never heard anyone say this, but my guess is that just about everyone in the Kaiser’s regime knew that if they didn’t win it was all over. It wasn’t just Willhelm who would get the push but all of them. And, so it proved. Pretty much. That’s a pretty good incentive to keep fighting. Do the Russians have anything similar? They don’t seem to. The reluctance to call up and use troops from Moscow suggests that Putin is very worried about public opinion. Why this might be, I really don’t know. It does, however, suggest that he is fighting this war with one arm tied behind his back.

So, prediction time. The big factors to me are the lack of experience and equipment of the Ukrainian army and the fragile morale and incompetence of the Russian army. At some point it really will be a case of “Kick in the door and the whole building will collapse” as someone once said. I just don’t think it is going to happen in August 2022.

This form of cognitive dissonance faces almost the entire population of the country with respect to lockdown. For the actual decision-makers, such as Boris Johnson, Rishi Sunak, Dominic Cummings and Matt Hancock, admitting that lockdown was a mistake would be intolerable because it would mean also admitting to themselves that they made probably the biggest unforced error in peacetime history and are therefore not half as clever as they purport to be. For the hoi polloi, on the other hand, it would mean admitting to themselves that they were gullible and foolish, and in a moment of crisis simply decided to follow the herd – which, again, would hardly be a flattering self-portrait. Holding in one’s mind the notion that lockdown was a mistake is, in other words, irreconcilable with the notion that one went along with it and is an intelligent, thoughtful, rational actor. Nobody wants to experience the psychological consequences of trying to reconcile those notions, and they will therefore continue to avoid doing so.

I can think of no easier way to get a cheap cheer than by appealing to the bigotries and credulities of any remaining remainers. How readily they swallowed the conspiracies of dark Russian money; how wide-eyed and trustful they looked to those who fed it to them. Maitlis’ talk of a ‘Tory agent’ within the BBC merely gives a new formulation to that old conspiratorial toxin.

It is now a cliché to say remainers think Brexit voters are thick, but it’s one that Maitlis ministers to well when she snarls about the BBC’s ‘both sides journalism’ (AKA impartial) approach to Brexit coverage. The impression being that Brexit was too dangerous an idea to be exposed to working-class minds unshaped by the civilising effects of higher education. Strange how those who say Brexit voters were fooled by ‘lies on a bus’ so readily accepted and repeated the government’s line of ‘follow the science’.

“Little by little the truth of lockdown is being admitted”

A retired and now ennobled supreme court judge writes in the Times that the decisions of the government during a crisis were wise and good and that if, perchance, any slight errors were made, fear not, lessons will be learned.

A retired and now ennobled supreme court judge – Lord Sumption – writes in the Times that “Little by little the truth of lockdown is being admitted: it was a disaster”.

In a remarkably candid interview with The Spectator, Rishi Sunak has blown the gaff on the sheer superficiality of the decision-making process of which he was himself part. The fundamental rule of good government is not to make radical decisions without understanding the likely consequences. It seems obvious. Yet it is at that most basic level that the Johnson government failed. The tragedy is that this is only now being acknowledged.

Sunak makes three main points. First, the scientific advice was more equivocal and inconsistent than the government let on. Some of it was based on questionable premises that were never properly scrutinised. Some of it fell apart as soon it was challenged from outside the groupthink of the Sage advisory body. Second, to build support, the government stoked fear, embarking on a manipulative advertising campaign and endorsing extravagant graphics pointing to an uncontrolled rise in mortality if we were not locked down. Third, the government not only ignored the catastrophic collateral damage done by the lockdown but actively discouraged discussion of it, both in government and in its public messaging.

Lockdown was a policy conceived in the early days by China and the World Health Organisation as a way of suppressing the virus altogether (so-called zero Covid). The WHO quickly abandoned this unrealistic ambition. But European countries, except Sweden, eagerly embraced lockdown, ripping up a decade of pandemic planning that had been based on concentrating help on vulnerable groups and avoiding coercion.

At first Britain stood up against the stampede. Then Professor Neil Ferguson’s team at Imperial College London published its notorious “Report 9”. Sunak confirms that this was what panicked ministers into a measure that the scientists had previously rejected. If No 10 had studied the assumptions underlying it, it might have been less impressed. Report 9 assumed that in the absence of a lockdown people would do nothing whatever to protect themselves. This was contrary to all experience of human behaviour as well as to data available at the time, which showed that people were voluntarily reducing contacts well before the lockdown was announced.

I find myself in the odd position of being slightly more in sympathy with the government than is a former supreme court judge. Frightened men make mistakes. I also find myself slightly more in sympathy with Rishi Sunak than I was yesterday. However, I have to ask why he did not voice his doubts at the time.

Working from home – who’s the exploited proletariat, exactly?

CEOs at prominent firms such as Apple, Tesla and Goldman Sachs have required employees to return to the office, curbing the working from home trend that got going at the start of the pandemic.

One point that jumps out at me is how this shows that skilled employees have a lot of market muscle today – firms need to persuade them to do certain things and don’t have all the power.

Consider: Labour is not homogenous and takes time to replace. We have seen a dramatic example of this in the airline sector, where thousands of staff, such as those working in security and baggage handling, were let go, creating a bottleneck problem when restrictions ended. Airlines are now scrambling to get people re-hired, but that is not easy as employees and contractors must go through security vetting. Hence the thousands of cancelled and rescheduled flights that have been a feature of the holiday travelling season.

What all this shows is how flawed Karl Marx was in his claim that capitalists have the superior bargaining power over “workers” and that business owners hope to create a “reserve army” of the unemployed who will put downward pressure on wages, hence creating the “surplus” that becomes profit.

Among the many things wrong with Marx’s idea is that claim that the majority of the risks and uncertainties are on the employees’ side. Hiring and retaining labour, including skilled labour, is not straightforward. There are search costs to consider in hiring, and employers know that it is often better to retain a worker, even if they could get someone a bit cheaper, than have the cost and time of hiring another. Also, a worker is paid a wage/salary, at least initially, whether a firm has made a profit or not, and that is a risk the employer has to bear (otherwise why else do firms have revolving credit facilities to manage cashflow?) Further, all workers are to some extent also “capitalists” – they have built skills and character (punctuality, agreeableness, ability to follow rules, get on with others and serve clients, etc) that take time and effort to acquire. A plumber, software programmer or security manager have capital sitting in their heads, and when a firm hires such a person, it is renting that capital.

There are of course of lots of reasons why Marx’s description of labour/capital relations is wrong and simplistic (example: his insertion of the idea of “socially necessary labour” begs the question of how one knows what that is, and it turns out that SNL is revealed by the interplay of prices in a market, rendering his idea circular). But the current working from home/office argument seems to bring home a particular point, which is that those supposedly evil capitalists don’t have all the power, and in many cases, have far less than even they might have hoped for.

Addendum: Thomas Sowell’s critique of Marxism remains one of the most succinct and effective that I have read. Also, there is a segment in Robert Nozick’s Anarchy, State and Utopia where he demolishes the “exploitation” theory very effectively. Another good treatment of the issue is by Kevin McFarlane, an engineer and libertarian.

In other words, the committee – Sage – that was created by the government to oversee COVID-19 policy deliberately suppressed views from one of the most important departments of state – The Treasury – because it did not go with the lockdown narrative.

I am not a particular fan of former Chancellor of the Exchequer, Rishi Sunak, one of the two senior figures running for leadership of the Conservative Party. We have the highest tax burden in 70 years, and he could, had he been so inclined, resigned rather than gone along with that. Nevertheless, his comments on how policy on Covid was driven over the past few years are shocking, if true. Maybe he is trying to justify himself after events – he could, of course, have resigned and explained why he was so appalled at what happened. We must not forget the efforts made by the scientific/policy “establishment” to suppress awkward voices such as the signatories of the Great Barrington Declaration in their calls for focused action against the virus rather than indiscriminate lockdowns.

I am not particularly hopeful that the right lessons will be learned from the COVID-19 debacle, such as how dangerous it is to give power to a group of people with no wider appreciation of the damage actions can cause (assuming that said damage was not indeed part of the actual point). The dynamics of power being what they are, this sort of thing can and will happen again. Groupthink is killing people, in some cases, literally. A solid consensus in the banking/financial services sector before the 2008 financial crash held that central bankers had more or less cracked the problem of setting interest rates, running monetary policy and inflation, and that if banks got involved in odd-sounding derivative products, they’d be fine in lending sub-prime loans; we have had “the science is settled” consensus on global warming, and part of our current energy clusterfuck can be pinned on a determined drive against fossil fuels in much of the West. The response to covid was another dangerous “the science is settled” moment. The way that children are taught – or not taught – in schools is another example of a dangerous consensus.

Challenging these “the science is settled” mindsets is hard, but it has to be done.

What was he expecting?

Last week, James Sweet, Professor of History at the University of Wisconsin-Madison and President of the American Historical Association, published a very few, very cautious criticisms of the 1619 project (carefully bookended by impeccably woke remarks about the supreme court and etc.). Within two days, the (same) Professor Sweet, President of the American Historical Association, abjectly, cringingly apologised for having written those sentiments. Read this for the criticisms, and scroll down for the apology. (And read this and this for why I call his criticisms very few and very cautious – why even the project’s 1619 date is ridiculous.)

After Sweet begged forgiveness, some people tried to defend his original article, or at least his right to write it – whereupon the same American Historical Association that seemed OK with the vicious online pile-on after Sweet wrote his article complained that the discussion

“has been invaded by trolls uninterested in civil discourse in the last 12 hours”

and restricted outside access to end this “appalling” state of affairs.

Elsewhere on the web, Ilya Shapiro has blogged again about his experience of cancel culture, and the apology he wrote “in the wee hours that morning” after a tweet raised an online mob. I commented on it. His courteous reply said it was not written “in fear or desperation” and promised to blog more about the strategy of his various apologies in the period before he resigned from Georgetown.

While I wait with interest for that, I’ll discuss this oft-seen phenomenon: an academic says something extremely mild and cautious about some woke propaganda line – and then swiftly says something abjectly cringing about how appalling it was to say it.

If you read Sweet’s apology very attentively and in a very generous spirit, you could wonder whether he is actually apologising for his opinion as such, or whether, adorned with embarrassingly kowtowing adjectives, he is actually literally apologising only for causing dreadful, unforgivable distress to his piling-on accusers, exploiting his white privilege and all that, but not quite literally unambiguously saying that his views were actually, completely, factually false as such. In the same way, the attentive reader of the Soviet Union’s 1930’s show trial confessions can see that, hidden amid their florid admissions of political guilt, the actual literal owning up to the specific (absurd, and sometimes impossible) criminal acts was occasionally implicitly withheld or slyly discredited – like the blinking of hostages trying to signal their true situation.

But only the rare attentive reader saw this in the 1930s. To the ordinary Russian and the outside world alike, the spectacle of the accused calling themselves vile criminals and begging to be shot was baffling – but was also a fact: “All the accused confessed” seemed far more indisputably true than the accusations themselves. (In ‘I Chose Freedom’, Kravchenko says that, in the party circles he moved in, insisting on the literal truth of the accusations would have been treated as a confession of congenital idiocy. Only in America did he encounter people who would not just defend the trials on political grounds – as everyone in Russia had to, for life itself – but would spontaneously, openly claim to believe in the literal truth of the accusations themselves.) The confessions’ propaganda demonstration of the power of the communist state over the individual seemed unqualified – and all the more frightening because it was baffling.

Returning to Professor Sweet and the many like him, what was he expecting? Did he – could he possibly – have found the narrative’s punitive reaction to being questioned surprising? Was he unprepared for the demand for an apology? Or was he prepared – did he have his act of grovelling ready in draft? Did he think an apology so self-damning in form could preserve some fragment of truth (if so, I suggest he is making the same mistake as the ‘blinking’ show-trial accused did, but with far less excuse)?

Even more interesting, perhaps, how was he thinking about it? In ‘Darkness at Noon’, Arthur Koestler suggests the revolution had destroyed the very concept of truth in its communist votaries, so where could they find reason, let alone willpower, to resist confessing to fictional crimes just because the crimes were fictional. Hannah Arendt argues that a totalitarian leader’s power depends less on his subordinates’ belief in his superior abilities

“about which those in his immediate entourage frequently have no very great illusions”

than on the fact that, in the case of disagreement with him, they will never be very sure of their grounds, since they think that even the maddest policy can succeed if properly organised. Robert Conquest notes all that but points out that, to get communists to the point where they would denounce themselves in open court, the interrogators had to use sleep-deprivation, torture and threats to life and family, and seated each accused facing their (disguised as a member of the audience) chief NKVD interrogator while testifying; they did not just rely on philosophical doubts about objective truth. However Conquest also notes that those very few among the senior communist accused who were never known for rapturous acclaim of the doctrine’s absoluteness also never came to open court; they were pronounced guilty and killed without an audience.

To be sure, modern academia is full of it – full of the sort of philosophy that inverts every meaning and denies that 2+2 makes 4 – and this can hardly be helping its denizens make sacrifices for objective truth, or even believe in it, but if professor Sweet was already wholly on board with that, why risk speaking out (even as quietly as he did) in the first place?

It may be that, like some 1930s communist discovering that what the secret police did to peasants they would also do to him, Sweet genuinely did not expect that level of vitriol to be turned on someone like him, not just on some right-wing ‘deplorable’. Or it may be that even more goes on behind the scenes than we suspect: was Sweet prepared for something, but not for what happened? Or did it just feel much more frightening than he’d anticipated when it actually started happening?

We may or may not learn more as this example of cancel culture plays out. Meanwhile this post ends as it began, with a question: what was Sweet expecting?
