Diplomacy is threats

The capture by the United States of thousands of centrifuges on board a German-owned vessel, the BBC China, en route to Libya has raised suspicions in Washington and London that Col Gaddafi offered to abandon his weapons programme after threats from America, rather than the lengthy British and American diplomacy vaunted by Tony Blair.

Instapundit is pleased because this report says what he and lots of others have also said, that it was American military muscle and the threat of more of it, not merely polite requests to Col Gadaffi to be nicer from Blair or his fellow Europeans. Quite so. The idea that recent American military activity had nothing to do with Gaddafi’s change of heart is very far fetched.

But what irritates me is that Blair, the Telegraph, Instapundit, the lot of them, are all talking about “threats” and “diplomacy” as if these were two entirely different and opposite things, when in truth threats and diplomacy go hand in hand, and neither can work properly without the other.

Take this particular set of circumstances. How were those American threats communicated, if not through diplomatic channels, and how did Col Gaddafi signal his desire to comply with American wishes if not through that same diplomatic process? And did not the Americans then respond very diplomatically to the Colonel’s climbdown?

As for that non-American diplomacy which is imagined by some to have persuaded Gol Gaddafi to change his ways, well, this report illustrates that this too would have consisted of threats, diplomatically communicated and responded to, in this case the threat of not allowing such things as centrifuges to journey from China to Libya on ships controlled by those doing the threatening. An unwillingness to make any such threats would have rendered European diplomacy toothless, and hence ineffective. And that seems to be what happened.

But that is not my central point. All I here insist on is the true as opposed to sentimental and ignorant meaning of the word “diplomacy”. Diplomacy doesn’t mean being nice only. It also means being nasty, while explaining nicely – or perhaps not so nicely – what you want in exchange for being less nasty.

What does anyone think that diplomats actually say?

Signs of the times

Yesterday afternoon I was out and about walking in London, and just before I got to Parliament Square I encountered a demo. It was not raucous or unpleasant. It was nice. It was old people complaining about their council taxes, which obviously I am all in favour of.

Following the example of supreme Samizdatista Perry de Havilland, I now take my DigiCam with me whenever I go a-wandering, so I was able to start snapping. At first it was just nice old people accompanied by nice policemen, with nice buildings in the background, but only very crude signs to say what it was all about. However patience was rewarded, and some of the signs were highly informative.

The decline of EUro-science

There is an interesting and deeply depressing article in Time Europe about how EUrope is falling behind the USA in the funding of scientific research. European scientists are flocking the research labs in the USA, where the money and conditions are far better.

The article reveals the usual EUro-procedure whenever catching up with America is the agenda.

Question asked by EUropeans: how much money is America spending? Answer: A lot.

Question not asked by EUropeans: where does all that American money come from in the first place? Answer: by having lots of trade, done by tradesmen.

Question also not asked by EUropeans: who is spending all this American money and how? Answer: American research money is, a lot of it, spent by those same tradesmen, who spend it quite sensibly, in ways that produce innovation and profits.

Next question asked by EUropeans: what is to be done? Answer offered by EUropeans: EUropean governments must spend a lot more on research than they do now. Result: EUrope as a whole has even less money for tradesmen to spend on anything, and research in EUrope becomes even less sensible and even more stupid. Total spending doesn’t grow very fast, which is just as well, because if EUro-governments spent as much as “America” (i.e. the American government and all those American tradesmen, added together) spends on research, that would bankrupt EUrope completely. → Continue reading: The decline of EUro-science

Polly Toynbee – libertarian agitator?

Peter Briffa catches Polly Toynbee talking sense:

The middle classes, who benefit most, might have preferred an earmarked income tax rise to extra university fees.

The government replies that 80% of taxpayers never went to university, so why should they pay too? Besides, if taxes rose, there are better spending priorities. Why should the 50% with too few opportunities fork out for the lucky ones? That’s very nearly a good enough answer – but it raises key questions, too.

For that is not social democratic thinking: on that basis, why should those without children pay for schools? Or those without cars pay for roads? Or the great majority who never use trains pay for the 4% who commute by rail? Or those outside London contribute �1bn a year to the tube? Or southerners pay for the Angel of the North, while ballet-haters pay for Covent Garden? And why should the majority pay for social housing or tax credits they will never use?

Once you start to question who should pay for what, the idea of national collective provision crumbles. Where is the line in the sand? Where does it stop? Is there really something about universities that is clearly, qualitatively different to any of the above? You might just argue that there is a stronger personal financial gain to be had from a degree which justifies a personal contribution. But the same case might be made for why the suburban commuter should pay the full cost of his train, paying for his pleasure at living somewhere salubrious. �

Very good! PT of course intends that all these very good questions should be answered with:yes. Yes, southerners should pay for the northern angel, yes ballet-haters should pay for ballet, etc. And yes, higher education despisers should pay for other people’s higher education. But for once, I like the cut of her jib. Asks Briffa mischievously: Is the penny finally dropping for La Toynbee? No of course not. She is incorrigible. But might not some of her readers find their brain cells being prodded into unfamiliar directions by all this flagrant logic.

This spasm of Toybee sanity reminds me of when people say that I should oppose some little government tyranny not for being tyrannical (that being perhaps too difficult or unpopular to do effectively), but for being inconsistent with some other not-so-tyrannical arrangement. Beware of asking for consistency in such circumstances, I reply, you just might get it, in the form of consistent tyranny. Toynbee starts by arguing for consistency and immediately finds herself sounding for the duration of her point like the purest sort of libertarian.

Heh.

Excessive regulation leads to arbitrary government

I’ve just done a posting at Samizdata about the phenomenon of excessive regulation, so excessive that even if an organisation wants to obey it, it can’t. It’s just too voluminous, too complicated, sometimes even too contradictory. (One of the Samizdata commenters told of how his encryption duties seemed to require some sort of infinite regress and were un-obeyable.)

The White Rose Relevance of this is, Cicero apparently said:

Excessive law is no law at all.

Which means that in practice the law becomes whatever those in charge decide to make it. And that is the point at which White Rosers should sit up and notice, because that is when people who make trouble for the authorities by saying things that the authorities disapprove of, get prosecuted not for their wicked sayings (which might be a rather hard charge to make stick and would anyway draw attention to the sayings) but for non-compliance with plumbing regulations, for failure to fill out the proper forms concerning employee sick-leave, for baking bread of the wrong size and shape, etc. The completely we are all likely to be breaking this or that law, the more completely they have us by the proverbials.

Excessive law is no law

Natalie Solent links to this posting at Thought Mesh, about the realities of regulation. Thought Mesh seems to be US based, but the message is universal:

As you may know, I work in network security management. I’ve been off at a summit discussing the future of the product. While listening to our chief marketing guy talk about future requirements, he said something I found astounding. Paraphrasing, the gist was that our corporate customers cannot comply with their reporting and auditing requirements. There are so many and they are so detailed that compliance is apparently no longer possible. The point for us is that any auditing done by our software should be designed with this fact in mind and so, rather than verifying compliance should be able to document the level of failure to comply.

Further, it seems that this situation is known to the regulating agencies and the requirement is now not actual compliance, but “improvement” over time (which is where our reports can contribute). It’s the “no child left behind” theory of corporate regulation. One is left to wonder if we shouldn’t be trying for a set of regulations that is actually possible to obey. The answer, of course, is that it’s best for the regulators if everyone is guilty of something. Then when bad things happen, there is a nice selection of the usual suspects to pin the blame on, all of them disarmed because they are in violation of some regulation.

In another sense, it’s cargo cult regulation. Some good company is observed to perform some action. Therefore if every company is required to do that, they will be good companies. In fact, this kind of regulatory environment, with endless obscure rules and universal compliance failure, is perfect for the sophisticated con men. Not only does it provide a thicket of procedures to hide in, but it distracts everyone into watching the forms without time to worry about the results. All that good corporate governance in Europe let Parmalat get by with shady accounting longer than any American company. It seems like there’s a lesson there somewhere.

And here are the first two comments about this at Thought Mesh. This from “anon” (no wonder!):

This is so true.

I work in networks too, and every year I get sent a questionnaire by central auditing. It always contains a question like “Do you regularly monitor your audit logs to search for [some bad event or other]?”

If you answer No (being truthful) and go on to explain why it is impossible – like for instance, the log is a squillion pages long, unsearchable free-form text, and doesn’t log [super-bad event] anyway – then they nag you to death demanding to know when you are going to start, never mind that it’s impossible etc etc.

Whereas if you answer Yes (lying) you never hear any more about it.

So guess which answer they get?

What purpose is served by this? The one you mention, I imagine – if anything goes wrong I can be screwed. Well, I will be anyway, so who cares.

Invisible cameras in the pavement? What is to be done?

While channel hopping in the early hours of this morning through the unwatched digital end of the British TV spectrum (no doubt that is a technologically impossible thing to do literally but I’m sure you understand), I encountered the beginnings of or an advertisement for (I switched off and am only now remembering it) one of those Kilroy-Silk type programmes in which a sleek self-important talk-leader wanders around among various people desperate to be on television talking about something too interesting and lowbrow to be of interest to the kind of people who watch analogue TV with a number like 1 or 2, such as what it is like to sleep with your nephew or why you want your grandmother to stop getting any more tattoos. This sleek Kilroy-man was called Walsh, I think. (Yes.) And, this time the subject was going to be … and here I confess to forgetting the technical term which the unwatched TV industry has coined for this phenomenon … but it was video/digital/TV cameras for looking up girls’ skirts in public places. Apparently some unfortunate girl had become the victim of one of these freelance soft porn Spielbergs and video of her bottom and underwear was even now circulating on the internet.

I don’t know exactly how the cameras are organised. Perhaps they are placed in the shoes of the filmer. Perhaps they are operated from the basements of sleazy restaurants. A particular unfortunate girl had become more unfortunate in that she had sued her voyeur-tormentors in an American court, and the court had found that although disgusting, the behaviour of the electro-digital-voyeurs was not illegal. So now the unfortunate girl was taking her case to a higher court: unwatched television.

And that was when I switched off, which I now regret. It was the most memorable and interesting thing I saw on the telly yesterday, but I only realised this today.

As I say, I don’t know how the argument then proceeded, although I do know that they had managed to entice or fake up some sleazoids willing to argue in favour of the rights of people to make movies by pointing cheap cameras up girl’s skirts. So presumably there was an argument.

Virginia Postrel’s The Substance of Style: yes, and…?

I have now finished reading The Substance of Style: How the Rise of Aesthetic Value Is Remaking Commerce, Culture, and Consciousness by Virginia Postrel, and it has been a strange experience. The book made its way towards me garlanded with superlatives from people to whom the thing was clearly a revelation. My only reaction at the end of it was: It is all obvious and it is all true, but… so?

You know how you are often a very bad judge of your own writings? Well, I often am. There is a reason for this. It is that some of my writings are the result of thorough reflection, in which I say only that which I know to be so, and those writings seem to me very dull and obvious. I fear that all readers will react exactly as I reacted to The Substance of Style. With a weary: yes, and…? When readers are delighted or amazed by what for me were obvious mundanities but which were for them were startling revelations, so am I.

But then there are the other, less good writings, with what I think are startling revelations which have only just occurred to me. These ones I am extremely excited about. But because of my excitement I make elementary blunders of all kinds, and consequently most readers are underwhelmed.

The experience of reading The Substance of Style reminds me of this distinction, because this is a book I could have written myself. Well, not really (see below). Why William Dalrymple says that the West is losing the War on Terrorism

The cover article of the latest New Statesman is by William Dalrymple, and is called simply Islamophobia. The value of the piece for me is that it puts the case against the current trend of US (and UK) policy as strongly as I have ever read it. War is the health of the state, and it will bring ID cards and tougher searches at airports, blah blah. Maybe so, but that hardly amounts to the collapse of civilisation as we know it. This (this being the concluding paragraphs of Dalrymple’s piece), on the other hand, just might:

Meanwhile, Tony Blair’s neoconservative chums in Washington, immune to the justifiable fears of the Muslim world, talk blithely of moving on from Iraq next year to attack Iran and Syria. They have also invited Franklin Graham, the Christian evangelist who has branded Islam a “very wicked and evil” religion, to be the official speaker at the Pentagon’s annual service – and this immediately prior to his departure for Iraq to attempt to convert the people of Baghdad to Christianity.

All the while, the paranoia and bottled-up rage in the Muslim world grows more uncontrollable, and the attacks by Islamic militants gather pace, gaining ever wider global reach and sophistication. As long as British Muslims remain at the receiving end of our rampant Islamophobia, and remain excluded from the mainstream of British life, we can expect only still greater numbers of disenfranchised Muslims in the UK to turn their back on Britain and rally to the extremists.

As Jason Burke points out at the end of his excellent book Al-Qaeda, “The greatest weapon in the war on terrorism is the courage, decency, humour and integrity of the vast proportion of the world’s 1.2 billion Muslims. It is this that is restricting the spread of al-Qaeda, not the activities of counter-terrorism experts. Without it, we are lost. There is indeed a battle between the west and men like Bin Laden. But it is not a battle for global supremacy. It is a battle for hearts and minds. And it is a battle that we, and our allies in the Muslim world, are currently losing.”

This month’s upsurge of rampant Islamophobia in Britain, widely reported in Muslim countries, is the last thing we need in such a desperately volatile climate.

That “upsurge” is the Kilroy-Silk affair, and the surge of support that K-S received, in particular, from the readers of the Daily Express, together with the increasing number of attacks of British mosques there have been lately.

The point is this. More airport searches for us, or for that matter even that military ‘quagmire’ that the opponents of military action in Iraq have been earnestly predicting and for which some may even have been hoping, is as nothing – nothing – when set beside the danger that Dalrymple is describing. What he fears is a massive influx of intelligent, educated (much of it scientifically educated) talent into the ranks of the terrorists, as a result of the thrust of Western policy towards Islam in general, and in particular as a result of the inability of anti-Islamists to make any distinction between mere Muslims, and outright terrorists. Give a dog a bad name, in other words.

I don’t like Islam one little bit, because I consider its central tenets to be untrue, and I dislike untruth. (God does not exist. Muhammed is not his prophet. Etc.) I feel similarly about Christianity. (God does not exist. God did not send his son anywhere.) I further dislike Islam because so many Muslims these days, unlike most of the Christians I have much to do with, seem to take their religion really seriously and really to believe it to be true, which I find frightening. Who knows what the hell these people will deduce from their false axioms? It only takes a tiny few. (In the past it only took a tiny few Christians to set the tone of entire centuries.) So, yes, despite the fact that I am well aware of the fact – which of course it is – that the overwhelming majority of Muslims are entirely peaceable and decent and morally blameless people, and in millions upon millions of cases I dare say a lot better people than I am, I am “Islamophobic”. So, am I helping to push the world into a pit of barbarity, just by saying such things as I do earlier in this paragraph?

Setting aside entirely the moral rights and wrongs of the matter (i.e. am I entitled to put what I put in the previous paragraph?) is current US policy (and the attitudes of people like me that accompany it), as a matter of fact, having the effect on the overwhelming majority of hitherto non-terroristic Muslims that Dalrymple describes? Is George W. Bush making Al-Qaeda recruitment harder or easier than it would otherwise have been? Is GWB frightening the Muslim world into abjuring terrorism, or enraging it into taking it up big time? In short, are we winning the War on Terrorism, or losing it?

If people want to comment on that by veering off into the realms of the related but utterly distinct matter of whether we are morally or intellectually or politically entitled to be rude to Muslims, or whether they started it, or which is worse, our Islamophobia or their anti-Semitism and anti-Great-Satanism – they should obviously feel free. I can’t stop such comments. But the great strategic question is surely: whether, as a matter of fact, people like William Dalrymple are right or wrong.

My tentative opinion has always been – i.e. since 9/11 – that whereas some Muslims are no doubt being enraged into terrorism by US policy, many more are being scared away from it. But am I right?

How a libertarian can love Whit Stillman

I have no time to expand, because I’m about to go out and about for the rest of the day, but just to say that this, by Julia Magnet for City Journal, is a terrific piece, about the great American movie maker (and about to be novelist, I read somewhere on my googlings for this) Whit Stillman. I adore his movies, especially Metropolitan, but the other two also. (Too bad they are still not yet available on DVD.)

Incidentally, my tastes in Stillman are shared in my corner of the blogosphere. See Patrick Crozier, and Stephen Pollard, who also links admiringly to the Magnet piece.

I won’t comment at length about Stillman, but I will just rattle off a few thoughts about why a devout libertarian like me adores the work of a deeply conservative critic of recent non-judgemental, post-modern, sexually liberated trends in bourgeois behaviour and thinking.

I am conservative in my tastes, in art, etiquette, manners (at least in aspiration), morals (ditto), drug use (for real – I never inhaled because I never touched it – too scary – the case for legalising drugs cannot be that they are harmless). It is merely that I am profoundly anti-conservative in politics, if by this is meant the imposition of my – superior and judgemental – tastes and opinions upon others. Political compulsion corrupts, and should always be regarded with suspicion, especially when what is being compelled is – to start with – genuinely virtuous and admirable. Why? Because then that which is genuinely virtuous and admirable will be corrupted, which is clearly far worse then when something silly and meretricious and wrong-headed is imposed, and corrupted. (That imposing something silly will probably do more immediate harm is true, but that is a different kind of argument to the one I just made.)

I believe that a Stillmanian attitude to social life will eventually win through in the free market of ideas and of institutions. I don’t believe that it has any chance in a world of politically imposed good manners.

That is the kind of conservative I am and the kind of libertarian I am. If libertarianism means assembling a panty collection from one’s sexual conquests and boasting about it, or in saying the first thoughtless thing that comes into your head no matter how hurtful, or in abandoning one’s children for the sake of personal liberation and pretending that one is doing them a favour, then to hell with libertarianism – that is to say with “libertinism”. It is just that the way to spread ideas like mine is to spread them by following one of them, which is not to force people to do things or think things against their will. It won’t work. Be eloquent. Don’t hit people. Argue with them, politely. Take a stand, but try not to be hurtful. Use words.

To put it another way: freedom creates civil society. Political compulsion destroys it.

Commenters please be kind, this was written in rather a hurry. Postings here have been a little thin lately, and I judged that something hasty, about and provoked by the thoughts and movies of Whit Stillman, would be better than nothing. I hope that at least some of you agree. For the kind of thing I would like to have managed, read the Julia Magnet piece.

Mark Steyn on Elia Kazan

There’s a terrific Steyn piece to be read here. I’m not sure if I could have read it sooner, without purchasing the Atlantic Monthly in paper form but I am delighted to have read it now.

Final two paragraphs:

Amid the herd-like moral poseurs, Kazan was always temperamentally an outsider, and his work benefited after he became one in a more formal sense. But, both before and after, his best productions concern themselves with a common question: the point at which you’re obliged to break with your own – your union, your class, your group, or, in Kazan’s case, your Group. The 1947 Oscar-winner Gentleman’s Agreement strikes most contemporary observers as very tame, square Kazan. But, in a curious way, that’s the point. When you start watching and you realize it’s an issue movie “about” anti-semitism, you expect it to get ugly, to show us Jew-bashing in the schoolyard, and vile language about kikes. But it stays up the genteel end with dinner party embarrassments, restricted resort hotels, an understanding about the sort of person one sells one’s property to. Dorothy McGuire and her Connecticut friends aren’t bad people, but in their world, as much as on Johnny Friendly’s waterfront, people conform: they turn a blind eye to the Jew-disparaging joke, they discreetly avoid confronting the truth about the hotel’s admission policies, and, as Gregory Peck comes to understand, they’re the respectable face of what at the sharp end means pogroms and genocide.

That’s what all those Hollywood and Broadway Communists did. They were the polite front of an ideology that led to mass murder, and they expected Kazan to honour their gentleman’s agreement. In those polite house parties Gregory Peck goes to in Kazan’s movie, it’s rather boorish and tedious to become too exercised about anti-semitism. And likewise, at gatherings in the arts, it’s boorish and tedious to become too exercised about Communism – no matter how many faraway, foreign, unglamorous people it kills. Elia Kazan was on the right side of history. His enemies line up with the apologists for thugs and tyrants. Whose reputation would you bet on in the long run?

Well I surely hope that that last rhetorical non-question is correct, and anyway, even if it isn’t, merely agreeing with posterity is not the point. The point is being morally right now, and if posterity is wrong, so much the worse for posterity. That aside, this is the kind of piece that makes me want Mark Steyn to carry on carrying on for just as long as he can manage it. Morally he says all the right things here, and he is obviously so well informed about the artistic issues that no semi-philistine from Hollywood would dare to play the philistine card. Of such pieces are ideological victories fashioned. For as long as there are anti-anti-communists in business, then for so long should they be lambasted until anyone they might influence gets the point.

I am very proud of my little contribution to the anti-anti-anti-communist genre, a piece called Why I Support The Contras. My one regret about this is that it is available in pdf form only, as yet. (I will correct this Real Soon Now.) And now, like Johnathan Pearce in the previous posting, I say, never forget what Communism did and what its disgustingly self-righteous stooges in the West are still retrospectively fronting for.

This (it seems I can read at least quite a lot of Atlantic Monthly on line) makes the same point.

India means that cricket has a great future – and how England could still be part of it

Stephen Pollard quotes from and links to this article, but doesn’t comment other than calling it “fascinating”.

It certainly is. Will Buckley’s starting point is one that will now be familiar to all attentive Samizdata sports posting readers, which is that in India there are now a lot of fans of the game of cricket. More than there are people in Europe, is how I have put it here in the past. I’ll say it again, but differently. There are more Indian cricket fans than there are inhabitants of the USA. That ought to get our readers’ attention.

When Tendulkar bats against Pakistan, the television audience in India alone exceeds the combined populations of Europe. In contrast, when England played Germany in Euro 2000, the combined audience of BBC1 and ITV was 17.9 million. The chief executive of Star TV (Sky’s Asian wing) asked himself recently, what is sport in India? It’s cricket.

Indeed. And you can’t separate the rise of Indian cricket from the rise of India itself, which has undoubtedly been one of the great world stories of the last decade. Without going into the whole they’re-stealing-our-call-centre-jobs things yet again, we can certainly say that economically those Indians have sure pulled themselves together recently, partly because of all that computer stuff, and partly because they no longer have the example of the USSR to misguide them.

All of which means that India is not just crazy about cricket; it has money to spend on it. Hence the interest being displayed by Mr Murdoch’s men. Australia may be the current world champions of cricket, but India are a cricket superpower in the making. Australia have made cricket exciting now. India means that it is certain – absolutely certain – to remain so.

So, if cricket definitely has a future, what of English cricket? England versus Australia (the “Ashes”) used to be the biggest deal in the game. Not any more.
