Laws, rules, regulations, codes, edicts,directives and policies are not issued for the stated purposes. There are always interests in the applications.
All of the methods of deceit and treachery involved in rulership (versus government) may be applied counter to them, as well.
Doing "nothing" is a tactic. Appearing to react is not the same as reacting. The majority of people, including if not especially, ruling classes, or cliques, do not fail to learn from history, they refuse, being too busy teaching

It is useless to argue points of law and real results of them, with people of concealed motives. What benefit?
