Presented to GWB at his "ranch" while he was on vacation fort he entire month of August.

Sounds reasonable, until you are reminded that the President recieves a TON of such threats as a matter of routine by the intelligence community. The real trick is to be able to distinguish a pattern in all the noise, which in this case few (if any) are suggesting Bush is at fault for not being sufficiently able to do. He's the President. That's not his job, its the job of the intelligence services... and unfortunately in this case they were not able to thwart the activity beforehand. You make intelligence sound like it should be as easy as listening through a wall.

Lots of lessons have been learned and many improvements since made - America is much safer from such an attack reoccuring (although this kind of defence is also notoriously difficult). But no-one in their right mind actually believes Bush to be to blame for what happened on 9/11. If you do, I'd suggest you re-evaluate, stop trying to find fault with Bush and start trying to understand what really constitutes a good solution to international defense from terrorism.

I guess that the question that must be asked is this: "Mr. President, does the buck stop ANYWHERE near you?

That is nothing new. Of course Clinton was briefed in '98. He fired off a few cruise missiles at bin Laden around that time if I remember correctly.

And the al Queda threat was discussed in the Quad. Def Review and other DOD studies at the time.

Everyone knew he was a threat. But when? Where? How? With Whom? It's very easy to say X is going to attack America. The devil is in the details.
