    As Anthony de Jasay noted (I think), arent constitutional restraints just chastity belts with in-built keys?

  • I suggest Tax Loans — gov’t gives “needy” a cash loan, and they repay it with their current taxes. Plus a loan payment surcharge, until the loan is repaid.
