Responsibilities to who or what? If it is to anything other than ourselves, or the contracts we make, then I disagree with his statement.

We should take ourselves most seriously above all else. Every action we do not take in furthering our own life should be soundly thought out. That pretty much occupies my day.

In so far as our responsibility is to act as a moral free agent, yes, I would agree, for to act morally is the responsibility that comes with being a free agent.
